THE HISTORICAL ANTICIDENT AND DYNAMICS OF
PROJECTS MONITORING AND EVALUATION IN KANO STATE
In an effort towards promoting transparency and accountability in Public Service among other things, re-orientation and effective monitoring and evaluation of its projects, programme and other relevant services, the Government of Gov. Ibrahim Shekarau in 2004 established “Projects Monitoring and Evaluation Bureau” as an Agency under the Ministry of Planning and budget along with the engagement of reputable professional Technical Advisers, with Permanent Secretary as Chief Executive Officer of the Agency.
As part of the policy thrust of the Government, the Bureau was established to ensure and undertake proper monitoring and evaluation of all projects, programmes and other relevant services by the State Government as well as to facilitate coordination of activities between the State and Local Government councils with a view to minimizing duplication in other critical areas of common need.
Due to remarkable improvement recorded by way of keeping track of implementation of projects, documentation and advocacy on new projects/works that are considered to be of immense importance to the public, the Bureau was upgraded to the status of a Directorate in 2007 with a Commissioner as chief Executive and directly answerable to the Executive Governor with autonomy in discharging its duties and responsibilities.
The period of 2007-2011 and the time of Gov. Engr. Rabiu Musa Kwankwaso administration of 2011 upto 2015 maintained its name, structure and function as project monitoring and Evaluation Directorate with Hon. Commissioner as chief Executives.
The Administration of Dr. Abdullahi Umar Ganduje in 2015 change the nomenclature from Projects Monitoring and Evaluation Directorate to Project Monitoring Bureau with Permanent Secretary (PS) as chief Executive of the organization, However in 2016 the Bureau was transformed to Due Process Bureau with P.S as chief executive and 8N0. Departments which includes;
- Admin and General Services
- Planning Research and Statistics
- Civil Engineering Infrastructure
- Monitoring and Evaluation
- Building Infrastructure
- Power & Energy Infrastructure
- Local Government Projects
- Special Assignment
Accordingly, in 2021 the Kano State Government in collaboration with Nigerian Governors Forum (NGF), State Fiscal Transparency Accountability and Sustainability (SFTAS) and the World Bank proposed reform initiative on Procurement in line with global best practices, where Government is required to transform the Due Process Bureau to Public Procurement Bureau with legal framework, independent procurement Agency and establishment of electronic procurement system under the DLI 6.1 and 6.2 respectively.
Based on the above reform initiative the Kano State House Assembly passed into law the Kano State Public Procurement Law 2021 with Structure and function as follows;
The Director General of the Bureau and establishment of Board as per section section 5 & 7 respectively.
The Current administration of Engr. Abba Kabir Yusuf appointed commissioner of Ministry of Projects Monitoring and Evaluation to lead the activities of the Ministry, this bring about the need to look into the relevant provision of the existing Law guiding the activities of the Bureau for harmony and fitness of purpose. This is to be forwarded for Government’s consideration.
